COL Jelly was commissioned a Second Lieutenant in Field Artillery after graduating from Illinois State University with a Bachelor of Science in Sociology in 1996. He also holds a Master of Arts in Management and Leadership from Webster University.

Kentucky, Forward Deployed to Iraq for Operation Iraqi Freedom. In 2003, he was
reassigned to 1st Battalion, 30th Field Artillery, Fort Sill, OK as the Senior
Officer Basic Course Fire Support Instructor and Basic Fire Support Branch
Chief, Senior Instructor/Writer. In 2007, COL Jelly deployed to Iraq as a
Combat Advisor/Deputy CG/Effects Advisor and Executive Officer for the 5th
Iraqi Division Military Transition Team Forward Deployed to Baqubah, Iraq
during Operation Iraqi Freedom 07-08. In 2009, he attended the Command and General
Staff College at Fort Leavenworth, KS.
Following CGSC, he served as the Brigade Fire Support Coordinator, 4th BCT, 101st Airborne Div (AASLT), Ft. Campbell, Kentucky, Battalion Executive Officer, 4th Battalion, 320th Field Artillery Regiment, 4th BCT, 101st Airborne, Forward Deployed to Paktika Province, Afghanistan. Upon redeployment, COL Jelly was reassigned to 1-290th FA, 205th IN BDE, Camp Atterbury, IN and served as the Battalion Executive Officer/BDE Assistant S3. In 2012, he was selected to command 1-335th IN TsBN, 205th IN BDE, Camp Atterbury, IN, and then selected to command 1st Battalion, 30th Field Artillery at Fort Sill, Oklahoma from June 2014 to June 2016. After command, he was assigned as the Chief of Integrations, Capabilities Development and Integration Directorate (CDID), Fort Sill, Oklahoma. His most recent assignment was as the Situational Awareness Room (SAR) Director for Resolute Support (RS)/United States Forces-Afghanistan (USFOR-A), deployed in support of Operation FREEDOM'S SENTINEL.
COL and Mrs. Zoey Jelly have 2 children, Cameron 17 and Renee 14.
