Current Technologies and Forecasted Trends within the Marine Corps

In the following interview Captain Joshua Dixon, USMC compares the various mobile devices used for C2 within the Marine Corps. ‘We intend to leverage the industries innovations to the maximum extent possible’ he says. [eventPDF] IDGA: Examine and compare the various mobile devices used for C2 within the Marine Corps. How are they used? The Marine Corps currently uses approved Blackberry devices in a garrison environment to access enterprise services. We are working on a number of initiatives in an effort to procure a capability which would enhance our voice centric operations with data services in all operational environments. Some programs have fielded, in small quantities, personal digital assistant (PDA) devices. However, in large quantities and across the broader use cases, the Marine Corps Systems Command (MCSC) has not fielded any emerging mobile devices. Outside of MCSC, the individual operational units have purchased, again in small quantities, mobile devices for the purpose of evaluating the use case; Headquarters Marine Corps C4 would have more details on the pilots outside of MCSC. IDGA: Explore the procurements strategy of the USMC. Have you adopted an industry or internal solution for these emerging technologies? Our current acquisition strategy focuses on leveraging industry standards and best practices. We continue to participate on various steering committees to advocate for our requirements within the emerging commercial standards. We intend to leverage the industries innovations to the maximum extent possible. Another one of our focuses is on development and refining government business processes to sustain the highly revolving technology. IDGA: Highlight the various technological and capability challenges facing the marines with regard to enterprise mobility - specifically device security for the warfighter. Our largest technological challenge is the lack of available security controls in standard commercial products. In order to fully leverage the technology, the Marine Corps (and broader DoD components based on current policy) need specific inherent capabilities. For example, in order to connect devices to encrypted systems the DoD requires the inherent ability to effectively store the keys for decrypting traffic. Although, this is an immediate challenge given the current technology, we've found emerging commercial standards calling for the same capability (for the banking and medical industries). IDGA: Speak to the need to adopt and develop American designed and manufactured government-off-the-shelf IT for U.S. military efforts in a COIN environment. Is the transition possible? Given some environments, additional development beyond the COTS product is expected. Our efforts are focused on minimizing the additional acquisitions lead time and cost for those deltas.
