Rich Smith came on board in January 2021 as the Division Manager for the $200M DHS porfolio. Over the past year Rich has lead a series of delivery and customer engagement improvements improving CPARS and also increasing on-contract growth. In addition, Rich’s strategic plan includes significant growthe in 2023 with a pipeline for DHS for the next three years of $8.2B. Rich was previously a Vice President and Division Manager at CACI responsible for a $200M (annual) portfolio within the Business Information Technology Services Sector of CACI. He capture and won two large white space programs at TSA and CISA consisting of over 700 employees. He was with the company for 5 years. Rich is a Senior DHS Fellow, an expert in cyber security, a former Federal CISO, CTO, and retired Naval Officer. He instructed graduate level cyber security courses at University of Maryland and retired from the Navy Reserves as a Cryptologic Warfare Officer. He held a variety of cyber leadership positions including Department Head for Defensive Cyber Operations supporting U.S. Cyber Command and Navy Tenth Fleet, Division Chief for NSA Red Team, and Tenth Fleet Training Officer. Prior to CACI, Rich developed and led the first business-enabling risk services team at Freddie Mac a Fortune 50 financial services company with over $60B in annual revenue. As Deputy CISO and Senior Director, he led their security operations team fulfilling multiple security technology functions for the firm, including security engineering, threat intelligence, and identity management. His team implemented over 22 technology projects including data loss prevention, digital rights management, and identify and access management. Rich served previously as Senior Executive and CTO of a 250+ person organization at Transportation Security Administration (TSA) supporting their unique counter-terrorism mission. Responsible for implementation of TSA enterprise engineering, operations, security, and application development. Prior to that role at TSA, served as Chief Information Security Officer (CISO) at TSA developing, managing and marketing the most effective information security program in DHS. He consistently exceeded agency security compliance goals maintaining the highest score in the Department for three years. During Rich’s time at TSA he was deployed with the Navy to support Operation Enduring Freedom - Horn of Africa with the U.S. Africa Command. He led the Engineering and Implementation team of the CIO/J6 under General Robert Ferrell in support of multiple infrastructure and communications improvement projects in the U.K., Germany, and Africa. Rich maintains PMP and CISSP certifications and has an active DHS EOD, TSA EOD, and TS/SCI clearance. Rich is married to his wonderful wife Julie with two active teenage kids, Hannah and Josiah and has lived in Western Loudoun County since 2003.
