Rodriguez is a leading expert on the criminal justice system, law
enforcement and community-based policing. Throughout her career, she has
developed extensive experience in police procedures and policies, protocol
development and assessment, and the use of body-worn cameras.
Her research at CNA has resulted
in recommendations to local governments on police-force tactics,
accountability, public transparency and organizational reform. She has supported
evaluation of specific incidents in Tampa, Baltimore, Las Vegas, Spokane and
other cities across the nation, reviewing departmental policies and procedures
against national standards and best practices.
Ms. Rodriguez holds an M.A. in
Forensic Psychology from Marymount University and a B.A. in Criminal Justice
from St. Mary's University, Texas.
