Victoria Short

Executive Director, Office of Procurement Operations Department of Homeland Security

Victoria Short is the Executive Director and Head of Contracting Activity for the Department of Homeland Security (DHS) Office of Procurement Operations (OPO).  In this capacity she oversees the activities of an acquisition workforce that obligates nearly $5B annually in support of DHS Headquarters customers and their broad range of missions.  These customer organizations include the Office of the Secretary, Office of the Deputy Secretary, Under Secretary for Management, Office of General Counsel, National Protection and Programs Directorate, Science and Technology Directorate, Domestic Nuclear Detection Office and Management Directorate.   Ms. Short played a key role in establishing the acquisition vehicle for the DHS nationwide "If You See Something, Say Something™" public awareness campaign.   

Ms. Short has over 28 years of experience in federal acquisition.  Her tours of duty have included the Naval Computer and Telecommunication Station (NCTS) with the Department of Defense and the legacy Immigration and Naturalization Service (INS) within the Department of Justice. Prior to joining DHS Headquarters, Ms. Short served with the Immigration and Customs Enforcement (ICE) Office of Acquisition Management (OAM).

She holds a Bachelor’s degree in Business Management from Park University and a Master’s degree in Procurement and Acquisition Management from Webster University.
