Tim Roufa

Tim Roufa is the Portfolio Director for Identity Credentialing at the American Association of Motor Vehicle Administrators (AAMVA), where he provides strategic guidance to Program Managers across IDM Outreach & Education, Physical Credentialing, Digital Credentialing, and the AAMVA Digital Trust Service. He brings more than two decades of public safety leadership to this role. Tim began his career in 1999 with the Florida House of Representatives before joining the Florida Highway Patrol (FHP) in 2001. Over 22 years, he rose through the ranks as a state trooper, traffic homicide investigator, and training academy instructor before being appointed Major and FHP Chief Technology Officer in 2015. In 2021, he assumed command of FHP's Administration and Technology Command, overseeing fleet and property management, budget, business intelligence, and technology operations. Throughout his FHP tenure, Tim served on Florida's Criminal and Juvenile Justice Information Systems Council, chaired the State Law Enforcement Chiefs Association Technology Committee, and contributed to AAMVA's Card Design Standards and Joint mDL subcommittees. He also mentored emerging law enforcement leaders as a research mentor. Tim holds a B.S. in Political Science from Florida State University and is a graduate of the Florida Criminal Justice Executive Institute's Senior Leadership Program and Executive Leadership Seminar, as well as the International Association of Chiefs of Police (IACP) Leadership in Police Organizations program. He is an active member of the IACP Law Enforcement Information Technology Section and the IACP State and Provincial Police Division.
