Rose Marie Davis

Director, Innovation, Program, Acquisitions CBP/DHS

Rose Marie Davis joined U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), as a Director in Planning, Program Analysis and Evaluation in 2013 and serves as OFO’s Portfolio Acquisition Executive.   Ms. Davis is the Program Manager for the Land Border Integration and CBP Mobile Program.   Prior to joining OFO, Ms. Davis served as Acting Branch Chief and Section Chief for the US-VISIT Program, Business Policy and Planning, responsible for the Operational and Functional Requirements for the Automated Biometrics Information System (IDENT) and the Arrival Departure Information System (ADIS).  Ms. Davis began her Federal career in 2005 as a lead IT specialist with the CBP, Office of Information Technology (OIT), Passenger Systems Program Office, responsible for the biometrics portfolio, airport primary and secondary inspection systems, as well as device integration.  

Ms. Davis began her career in 1997 as a contractor supporting the legacy U.S. Customs Service and Immigration & Naturalization Services for the joint program, Advance Passenger Information System (APIS) and TECS.  Ms. Davis also taught secondary mathematics in Aiken, SC and Knoxville, TN.  Ms. Davis received a Bachelor’s degree in Mathematics in 1990 from Penn State University.  Ms. Davis holds a master’s certificate in Program Management from George Washington University and completed some master’s level courses at University of South Carolina.  Ms. Davis holds a FAC P/PM senior certification in Acquisition Program Management with IT Specialization and is PMP® certified from the Project Management Institute.
