Phil Walker

Phil Walker leads security C3 (Command, Communications, and Coordination) integration for the LA28 Olympic and Paralympic Games. His work focuses on developing the relationships, operating frameworks, and procedures that help security partners share information, coordinate operations, and make informed decisions.

Previously, Phil served as Head of Risk Assessment, Analysis, and C4 (Command, Control, Communications, and Coordination) in FIFA26's Safety and Security Department, supporting the planning and delivery of the FIFA Club World Cup 2025 and FIFA World Cup 2026. Before joining FIFA, he led the Major Events Program at the U.S. Department of State's Overseas Security Advisory Council (OSAC), helping U.S. companies and organizations understand security risks and prepare for major international events.

His events experience spans six FIFA men's and women's World Cup tournaments, five Summer and Winter Olympic Games, as well as numerous other sporting events, industry conferences/expos, and political summits.
