Dr. Nikki Collier, a member of the Senior Executive Service, has nearly three decades of proven leadership in information technology (IT) and cybersecurity. Since June 2025, she has performed the duties of the Chief Information Officer (CIO) for the U.S. Department of Justice (DOJ), where she oversees three staffs—Service Delivery, Resource Management, and Cybersecurity—that enable the Justice critical missions. Dr. Collier is responsible for developing and executing the Department’s enterprise IT strategy, managing the Department’s multibillion-dollar IT investment portfolio, and ensuring compliance with federal information security laws. Dr. Collier has held several key leadership roles within DOJ’s Justice Management Division since 2015, including as the Chief of Staff to the Assistant Attorney General for Administration. Prior to serving as the Chief of Staff, Dr. Collier served as the CIO for the Office of Marine and Aviation Operations, National Oceanic and Atmospheric Administration, where she led enterprise modernization and cybersecurity initiatives supporting global operations.

A U.S. Army veteran, Dr. Collier retired at the rank of Sergeant Major after a distinguished military career. She earned a Doctor of Business Administration and Master of Science in Information Technology Management with a concentration in Information Assurance and Digital Forensic from Trident University International, and a Bachelor of Science from Liberty University.
