David Duncan is the Senior Director of Operations for Breeders’ Cup Limited, where he oversees operational planning and execution for the Breeders’ Cup World Championships, one of the premier international sporting events in Thoroughbred racing. His responsibilities include venue operations, physical security, emergency preparedness, contingency planning, temporary infrastructure, and coordination with public safety and law enforcement partners to ensure safe and secure large-scale events. David brings more than 25 years of public sector experience between New York and Kentucky. He has served as a police officer, firefighter, nationally registered Advanced Emergency Medical Technician, a TCCC Instructor and worked extensively as a Police K9 handler and trainer. This diverse background in public safety, emergency response, and operational coordination informs his approach to risk management and security planning for major events and public venues. David also serves on the boards of the Organization of Racing Investigators and the Racing Officials Accreditation Program (ROAP), supporting industry-wide initiatives focused on integrity, safety, and professional standards in Thoroughbred racing. A lifelong horseman, David grew up at Belmont Park and holds a degree in Animal Science and Equine Studies from the State University of New York at Cobleskill. He also holds a postgraduate certificate in Contract Law, supporting his work in complex event operations, vendor agreements, and operational risk management.
