Carmen Lilia Canturosas Villarreal

Carmen Lilia Canturosas Villarreal was born on March 28, 1975, in Nuevo Laredo, Tamaulipas. She holds a Bachelor’s degree in Law from Universidad Valle del Bravo and has over 12 years of experience as a public notary.

As a public servant, she has built a career founded on commitment, vision, and closeness to the community. She served as City Council Member (2016–2018) and later as a State Representative in the LXIV Legislature of the Congress of Tamaulipas, where she stood out for defending social causes and promoting public policies with a human focus. In 2021, she made history by becoming the first woman elected as Mayor of Nuevo Laredo, and in 2024, she was re-elected with broad public support, solidifying her leadership and the trust of her community.

Leading the most dynamic border in North America, Carmen Lilia Canturosas has positioned Nuevo Laredo as a model of binational cooperation, competitiveness, and sustainable development. Carmen Lilia has represented Nuevo Laredo at international forums, such as the United Nations High-Level Political Forum on Sustainable Development, where she presented the city’s successful water sanitation model — recognized as an example of responsible and sustainable management.

Her administration has been recognized by Fitch Ratings, which for three consecutive years has awarded the municipal government the national long-term “AAA” rating — the highest in Mexico — reflecting transparent, efficient, and sound management.
