Mr. Quinn Daniels

Mr. Quinn Daniels serves as the Logistics IT Services (LOG IT) Program Office deputy program manager (acting) and technical director in the Navy’s Program Executive Office for Manpower, Logistics and Business Solutions (PEO MLB). Mr. Daniels helps lead the acquisition, fielding and sustainment of more than 200 logistics systems in the LOG IT portfolio, and is modernizing and consolidating capabilities from those systems into next-generation maintenance programs.

As the senior technical authority for the Navy’s logistics IT systems, Mr. Daniels is transforming legacy software across five lines of effort — Naval Maintenance, Repair and Overhaul (NMRO); Naval Supply Chain Management (NCSM); Naval Product Lifecycle Management (NPLM); Logistics Integrated Data Environment (LIDE); Integration & Infrastucture (I&I) — to create an interoperable logistics ecosystem based in commercial off-the-shelf (COTS) software that accelerates fleet support and improves fleet readiness. Mr. Daniels oversees the design and architecture of logistics systems serving more than 250,000 customers, and is incorporating modern COTS tools into Navy logistics operations. He also manages the consolidation and deployment of data and analytic systems, supporting the use of business analytics, artificial intelligence and machine learning across multiple domains to develop business insight for the fleet, maximize resources and improve fleet sustainment.

Previously, Mr. Daniels served as the platform architect and chief engineer for the aviation NPLM system, a sub component of the LOG IT portfolio, where he connected configuration management, engineering design and maintenance execution. He also served as the lead engineer of the E-130J aircraft modernization program and platform architect of the E-6B specialized aircraft program, ensuring the functionality of the assured airborne communications leg of the nuclear triad.

Mr. Daniels started his career with the Navy as a reliability engineer, working for P-8A maritime search and submarine-hunting aircraft, as well as the VH fleet of presidential helicopters including the VH-3D, VH-60N and VH-92.

Mr. Daniels earned a Master of Science in systems engineering from the Naval Postgraduate School and a Bachelor of Science in biomedical engineering from Case Western Reserve University.
