Michael Howard

Michael Howard serves as the Engineering & Digital Transformation Division Chief for the United States Transportation Command (USTRANSCOM) J6 at Scott Air Force Base, Illinois.

He leads enterprise engineering, cloud modernization, cybersecurity, digital transformation, and data innovation initiatives supporting the Department of War's global logistics and mobility mission. His organization is responsible for advancing secure hybrid-cloud architectures, DevSecOps platform capabilities, Zero Trust implementation, enterprise infrastructure engineering and mission-focused technology modernization across the Command.

Michael oversees modernization efforts spanning AWS and Azure GovCloud environments, enterprise identity and access management, cyber defense integration, software factory enablement, and enterprise service transformation. He also leads initiatives focused on DataOps, data governance, analytics, artificial intelligence (AI), and machine learning (ML) capabilities designed to improve operational awareness, resilience, and decision advantage in contested logistics environments.

Prior to his civilian leadership role, Michael served more than 25 years in the United States Army Signal Corps as both an enlisted Soldier and commissioned Officer. His leadership experience includes tactical communications, airborne and special operations, cyberspace operations, mission support, and enterprise engineering. He deployed in support of operations in Bosnia, Iraq, and Afghanistan.
