Mr. Lindsey H. Hicks assumed the role of Strategic Energy Program Manager of the Quality/Technical Support Directorate Research and Development (R&D) division of DLA Energy in December 2009. He also currently serves as the Program Manager of the DLA Energy Readiness R&D Program, matrixed to the DLA R&D Office (J68). He is responsible for the implementation and oversight of all projects that support R&D funded through the ERP for operational energy initiatives related to the DoD Class III Bulk Fuels and Energy Mr. Hicks provides for consultation and coordination among the Military Services to meet the needs of DLA Energy customers when evaluating the viability of various R&D projects; and promotes the agency's official position on highly complex and technical work in supports of actions to be taken by field installations.
Prior to his current assignment, Mr. Hicks served as a senior chemist in the DLA Energy Product Technology and Standardization Directorate (DLA Energy-A). In this position, Mr. Hicks managed several programs and studies dealing with significant fuel handling issues for DLA Energy, such as the effects of pipeline drag reducing agents (DRAs) on aviation fuels; and the operational problems with contamination in jet fuels related to fuel system icing inhibitor additive (commonly known throughout the U.S. Military as "Apple Jelly"). Mr. Hicks was also the DLA Energy-A lead technical subject matter expert on biofuels, which included biodiesel blend B20 and fuel ethanol E85. Mr. Hicks was a key participant and contributor in the development, ratification and adoption of the current ASTM fuel specification for B20 fuel.
Mr. Hicks has a Bachelor of Science degree in Chemistry from Virginia Commonwealth University, which he earned in 1981. In 1982, he enlisted in the U.S. Army as a Quartermaster Corp Petroleum Laboratory Specialist, serving majority of a three-year tour as an instructor at the Seaman Petroleum Laboratory at Fort Lee, VA. After a brief career as a laboratory chemist in the private sector, Mr. Hicks began his career with DLA Energy, then designated as the Defense Fuel Supply Center, in 1989 in the Quality Directorate, originally as the center's representative for DLA's Hazardous Material's Minimization (HMMIN) program, focusing on projects designed to reduce waste and reduce/replace the usage of harmful compounds used in fuel management. He continued this role while assuming his other duties as a chemist, until his promotion and reassignment Strategic Energy Program Manager of R&D.
Mr. Hicks retired as a Chief Warrant Officer in the U.S. Army Reserve in 2005 after 23 years of total active duty and reserve component service. As a Military Personnel Officer, he served for a year in Kuwait and Iraq in support of Operation Iraqi Freedom and earned the Meritorious Service Medal for performance during that tour of duty.
