Director Submarines/Submersibles Design & Systems Engineering NAVSEA
Mr. Garner currently serves as the Director for Submarine/Submersible Design and Systems
Engineering (SEA 05U), Naval Sea Systems Command (NAVSEA). In this position, Mr. Garner
provides technical leadership and the delivery of operationally superior war-fighting capabilities
for submarines and submersibles for the Current Navy, Next Navy, and Navy after Next. Mr.
Garner serves as the Navy's Chief Systems Engineer and technical authority for submarines and
submersibles and is responsible for technical authority, policy, standards, and tools required to
design, construct, test, deliver and sustain submarines and submersibles. He is also responsible
for the systems engineering, certification and validation of technology and stewardship of
capabilities essential to submarines and submersibles.
Mr. Garner was selected for the Senior Executive Service in August 2013 to serve as the
Director, Ship Integrity and Performance Engineering Group (SEA 05P), where he implemented
technical authority by approving specifications and standards, exercising technical judgment,
analyzing and assessing risk and identifying investments required to mitigate risks and deliver
solutions for the acquisition community and the Fleet. In addition, he is recognized as an
outstanding Naval Architect for rigorous systems engineering, innovative designs, risk analysis
and assessment results, and comprehensive insights into potential alternatives that address
complex technical challenges facing today's Navy.
Previous assignments include Deputy Director for Submarine/Submersible Design and Systems
Engineering; Director, Surface Combatant and Mine Warfare Ships Division; DDG 1000 Ship
Design Manager; Ship Concept Manager for the Maritime Air and Missile Defense of Joint
Forces Analysis of Alternatives; Littoral Combatant Ship Design Integration Manager; and LHA
Replacement Mission System Engineering Manager.
Mr. Garner earned a Bachelor of Science and Master of Science degrees in Naval Architecture
and Marine Engineering from the University of New Orleans. Additionally he holds a Master of
Science in Systems Engineering Management from the Naval Postgraduate School. He is a
member of the Acquisition Profession Community, DAWIA Level III certified in Systems
Planning, Research, Development and Engineering and DAWIA Level I in Program
Management. Mr. Garner was awarded the Navy Superior Civilian Service Award in 2014 and
Navy Meritorious Civilian Service Award in 2012.
