(A) Executive Director, Cargo and Conveyance Security U.S. Customs and Border Protection

Since April 2026, Mr. Salvatore (Sal) Ingrassia has served as the Acting Executive Director, Cargo and Conveyance Security (CCS) which is responsible for strategic support and operational oversight of cargo and trade activities and resources for the Office of Field Operations. CCS evaluates and oversees cargo policy for air, land, and seaports-of-entry. CCS supports the protection of revenue and Customs and Border Protections' (CBP) ability to detect, deter and disrupt illicit activities in cargo and trade environments.

Mr. Ingrassia is Port Director, John F. Kennedy International Airport (JFK) in U.S. Customs and Border Protection's (CBP) New York Field Office (NYFO). Mr. Ingrassia is responsible for operations across five international passenger terminals, an International Mail Facility (IMF), a Centralized Examination Station (CES), 120 air cargo facilities, 83 containerized freight stations, two general order warehouses, seven bonded warehouses, 12 foreign trade zones, four Express Consignment Carrier Facilities, and three general aviation facilities. Mr. Ingrassia manages 1,750 CBP employees processing 17.5M passengers and crew members, $217B in trade, and $4B in duties, taxes, and fees annually. In this capacity, he established the all-threats 115,000 sq ft air cargo CES at JFK, which enhances the port's capability to tackle current and future cargo threats including fentanyl, its analogues, chemical precursors, and manufacturing tools.

In March 2023, Mr. Ingrassia successfully completed a six month detail as the (a) Director, Field Operations, Miami-Tampa Field Office where he oversaw all Florida CBP Operations including 29 ports of entry, 13 user fee airports, 4 Express Consignment Carrier Facilities, 1 International Mail Facility, and the Agriculture and Prepared Products Center of Excellence and Expertise.

Prior to this role he was the Assistant Director, Field Operations, Center for Intelligence, Targeting and Enforcement (now known as the Field Analysis and Intelligence Unit). Mr. Ingrassia was the first in the Nation Assistant Director for this newly formed division which has oversight of all targeting and intelligence products for the NYFO, including the flow of information to and from the frontline officers.

Mr. Ingrassia also served as (a) Assistant Director, Field Operations, Trade and Cargo Security at the NYFO. He oversaw all CBP activities related to Trade throughout the New York/Newark Seaport, Newark Liberty International Airport, and JFK. His position included oversight of the CBP Pharmaceuticals, Health, and Chemicals Center of Excellence and Expertise.

Mr. Ingrassia was hired as an Import Specialist in 1994 under the Outstanding Scholar Program after completing his degree in Criminal Justice at St. John's University. As an Import Specialist, his primary duties included appraisement and classification used in the liquidation of entries for an electronics team at JFK. In 1999, he was promoted to the position of International Trade Specialist with the New York Strategic Trade Center ( now known as the National Targeting and Analysis Group (NTAG)) under the Office of Trade. In 2007, Mr. Ingrassia was promoted to the position of Lead International Trade Specialist in the New York NTAG. He served in this position until his promotion to Branch Chief, Miscellaneous Products Branch, in the National Commodity Specialist Division in 2012. In this position, Mr. Ingrassia evaluated the trade implications for the legal principals of the classification of binding rulings and provided advice to importers and import specialists. These advancements led to Mr. Ingrassia's selection as the Assistant Port Director, Trade Operations at JFK in 2013. As the Assistant Port Director at JFK, Mr. Ingrassia managed trade operations by the enforcement and facilitation of $95B in imported merchandise.

Mr. Ingrassia was born in Brooklyn, New York and graduated from Canarsie High School before graduating from St. John's University. He is married and has three sons.
