He is an excellent planner, combining technical details with industry information to develop a way forward for any problem. He is highly effective working with vendors to ensure they are in sync with AMO's needs and priorities. Under Mr. Menteer, avionics upgrade projects required innovation to keep costs down while increasing AMO's capability. He created a phased development and implementation plan for laser inhibit zones for the HD camera on the light enforcement helicopter, increasing safety and equipment protection at no additional cost to the government. He also led the effort for a definitive engineering study on the DHC-8 mission modifications to enable the implementation of the Joint-ORD for maritime aircraft while solving long-standing aircraft environmental control issues
