Lt Col Phillip K. Bourquin is the Director of Operations, 99th Flying Training Squadron, 12th Operations Group, 12th Flying Training Wing, Joint Base San AntonioRandolph. He is responsible for all current and future instructor pilots, weapon systems officers, and civilians in support of the Department of War's sole provider of T-7A initial operational test and evaluation and T-7A pilot instructor training.
Lt Col Bourquin graduated from Mississippi State University in 2009, earning his commission through Air Force ROTC and has over 16 years of active-duty service. He attended Undergraduate Air Battle Manager Training at Tyndall AFB, Florida and follow-on operational E-3 AWACS assignment at JBER, Alaska. He was selected to attend Undergraduate Pilot Training at Vance AFB, Oklahoma in 2014, earning his Pilot wings. After qualifying as an F-16 Pilot, he went on to serve a variety of positions in Pacific Air Forces and Air Education and Training Command. His operational assignments include multiple worldwide combat and peacetime deployments in support of Operation Enduring Freedom, North American Air Sovereignty missions, Joint U.S. Military Action Group – Philippines, and as a lead Presidential Advance Agent with the Presidential Airlift Group.
Additionally, he has flown in support of multiple theater level exercises and represented PACAF as a member of the F16 Demonstration Team. Lieutenant Colonel Bourquin has served as both an Instructor Air Battle Manager and Evaluator Pilot with over 2,000 combined flight hours primarily in the E-3, F-16, and T-38.
