Deputy Major Program Manager, Conventional Prompt Strike, Strike Program in Strategic Systems Programs US Navy

Mr. Matthew Daugherty serves as Deputy Major Program Manager for the Conventional Prompt Strike Program in Strategic Systems Programs, advancing the mission to design, build, and sustain an evolving multi-service hypersonic capability.

Prior to his current role, Mr. Daugherty served in various acquisition, technical, and production roles for the Constellation Class Frigate Program in PEO Unmanned and Small Combatants, most recently serving as Principal Assistant Program Manager for Production, leading the team responsible for the construction and delivery of next generation warships to meet aggressive budgets and schedules. Mr. Daugherty shepherded the program from its infancy to early award and execution of a multi-billion dollar Detail Design and Construction contract, serving as Acting Deputy Major Program Manager (ACAT I) during the critical post-award period. He also spearheaded the Frigate Program’s Industrial Base and Workforce Development efforts, managing risk and pursuing opportunities in the Defense supply chain.

In other assignments, Mr. Daugherty served as a program analyst in PEO Carriers on the CVN 79 DD&C negotiation team and personally managed approximately $5.5 billion worth of construction contracts as the contracting officer’s representative. As a Planning Yard Manager in NAVSEA 21, he managed surface ship sustainment contracts and award fee boards and first served as member of a major defense acquisition source selection team. He began his career as a mechanical engineer in Norfolk Naval Shipyard’s Carrier Planning Yard, leading a team of engineers and technicians in both design and waterfront trouble desk support roles. He led repair and modernization efforts on multiple aircraft carrier and submarine availabilities as a member of both the mechanical and nuclear engineering departments.

Mr. Daugherty is a member of the Defense Acquisition Corps and is certified in Program Management and Engineering. He is a graduate of the Defense Acquisition University’s Program Manager’s Course. He received his Bachelor of Science degree in Mechanical Engineering from The Pennsylvania State University and his Master of Business Administration degree from Georgetown University’s McDonough School of Business. He holds a graduate certificate in Cybersecurity from the National Defense University. Mr. Daugherty’s awards include the Department of Defense David Packard Excellence in Acquisition Award, the Dr. Al Somoroff Acquisition Award, and a NAVSEA Excellence Award.

Mr. Daugherty and his wife reside in Virginia and are the proud parents of two young children.
