Colonel Alexander Rasmussen

Chief, Tracking Layer, Space Development Agency US Space Force

COL Alexander Rasmussen is the Chief of the Tracking Layer at the Space Development Agency (SDA). The Tracking Layer program is tasked to deliver Missile Warning and Missile Tracking of hypersonic and advanced missile threats through a proliferated constellation in Low Earth Orbit as part of the Proliferated Warfighter Space Architecture. The program launched its first Tranche 0 MW/MT satellites in April 2023, has awarded three Other Transaction Authority agreements to launch 35 Tranche 1 Wide Field of View (WFOV) infrared tracking satellites in 2025, and is on track to award approximately 54 Tranche 2 WFOV satellites in 2024. Prior to SDA, COL Rasmussen served as the first Product Manager for Mounted Positioning, Navigation, and Timing (PNT) in in support of Army Futures Command and PEO IEW&S. His team fielded the Mounted Assured PNT System (MAPS) GEN I to Army Forces in Europe and South Korea. In parallel, his team developed the next generation capability that is now in production, MAPS GEN II, which fuses GPS and non-GPS sensors. Prior to serving with Mounted PNT, COL Rasmussen served in a variety of Intelligence, Armor, and Acquisitions assignments through his 23-year career. As an Armor Officer, he has deployed to Kuwait, Baghdad, and Mosul, Iraq, and served in South Korea. In Army Acquisitions, he has served on combat vehicle, international, space, and force tracking programs. COL Rasmussen has an MBA from the University of Michigan and a B.S. in Electrical Engineering from the Illinois Institute of Technology. He is a graduate of the Military Intelligence Officer Basic Course, Armor Captains Career Course, Scout Leaders Course, and the Defense Acquisition University’s Program Manager’s Course. COL Rasmussen’s awards include Bronze Star Medals, Meritorious Service Medals, Army Commendation Medals, Army Achievement Medals, Combat Action Badge, Space Badge, Parachutist Badge, and others.
