Brigadier General Robert Mikesh

Brig. Gen. Robert J. (RJ) Mikesh Jr. currently serves as the Portfolio Management Executive (PME) for Offensive Fires within Portfolio Acquisition Executive-Fires. Mikesh is responsible for overseeing four O-6 level project management offices covering the Offensive Fires portfolio, delivering lethality to the warfighter.

Before stepping into this role, Mikesh was the Program Executive Officer at U.S. Army Program Executive Office (PEO) Enterprise from Sept. 2025 to Feb. 2026, where he directed Army enterprise applications and sustems within the business mission area. He previously served for over a year as the Deputy PEO at PEO Enterprise, where he spearheaded the organization's digital transformation, rapid acquisition strategies, and Soldier-centered design practices.

Earlier in his career, Mikesh was the Project Manager for PEO Enterprise's Integrated Personnel and Pay System - Army (IPPS-A) from Sept. 2022 to Apr. 2024. In this capacity he managed the development, integration, and deployment of a modern portfolio of programs and applications spanning the Army's human capital and readiness domains.

From Aug. 2021 to Sept. 2022, Mikesh served as the Executive Officer to the Deputy Under Secretary of the Army.

In 2020, Mikesh was by-name selected to support Operation Warp Speed, the White House's national program to accelerate the development, manufacture, and distribution of COVID-19 vaccines, therapeutics, and diagnostics. Specifically, he was charged with leading the vital IT component of the initiative.

His previous assignments in PEO Enterprise also include serving dual-hatted as Assistant Program Executive Officer for Business Mission Area and as Project Manager for the Army Enterprise Systems Integration Program (AESIP) from 2017-2020. He was the Product Manager for PEO Enterprise's Installation Information Infrastructure Modernization Program (I3MP) from 2012 to 2015.

From 2016 to 2017, Mikesh served as the Senior Military Assistant to the Assistant Secretary of Defense for Acquisitions within the Office of the Secretary of Defense.

After transitioning to the Acquisition Corps in 2004 from Aviation Branch, Mikesh held various Assistant Product Management positions in DEVCOM's Aviation & Missile Center, the Rapid Equipping Force, Product Manager Air Warrior, and USSOCOM.

Mikesh's military awards and decorations include the Defense Superior Service Medal, the Legion of Merit (with three bronze oak leaf clusters), the Defense Meritorious Service Medal (with one bronze oak leaf cluster), the Meritorious Service Medal (with silver oak leaf cluster), the Army Commendation Medal (with two bronze oak leaf clusters), the Army Achievement Medal (with one bronze oak leaf cluster), the Basic Army Aviator Badge, and the Recruiter Badge.

Mikesh holds a Bachelor of Science in mechanical engineering, a Master of Science in management/acquisition and contract management, and a Master of Strategic Studies from the U.S. Army War College.
