His expertise spans a range of areas, including foreign military sales, cooperative development, and co-production, as well as international agreements, policy development, and budget management.

As a senior leader in the U.S. Army, Mr. Prater has held various positions, including Chief, Ground and Armaments Capabilities, and Director of Operations and Plans. He has also served as a Senior Strategic Planner, Country Desk Officer, and Acquisition Analyst, providing expert guidance on international acquisition, security assistance, and armaments cooperation.

Mr. Prater holds a Bachelor of Business Administration degree in Contracts and Acquisition Management from Strayer University. He is a highly respected professional in his field, known for his strategic thinking, leadership acumen, and ability to drive results in complex and dynamic environments.
