Colonel Greg Soulé

Director, Acquisition & Resources, C-sUAS Program Manager Joint C-sUAS Office, Rapid Capabilities and Critical Technologies Office (RCCTO)

COL Soulé is from Sykesville, MD, and was commissioned May 1997 from Lehigh University in Bethlehem, PA, with a Bachelor of Science in Finance. He is now assigned to the RCCTO supporting the Joint Counter-small Unmanned Aerial Systems Office as Director for Acquisition & Resources. After his initial training at Fort Benning, GA, COL Soulé was assigned to the 173rd Airborne Brigade Combat Team in Vicenza, Italy, where he served as a Rifle Platoon Leader (PL), Scout PL, and Company Executive Officer. His subsequent assignments include the 1st Battalion, 5th Cavalry Regiment (1-5 CAV), 1st Cavalry Division at Fort Hood, TX, where he commanded D Company, A Company, and Headquarters Company (HHC)/1-5 CAV. COL Soulé deployed HHC/1-5 CAV to Baghdad, Iraq, in support of Operation Iraqi Freedom II in January 2004. Upon deploying to the CENTCOM Area of Operations, he led the company during combat and contingency operations. Following command, COL Soulé moved to the Division G3 where he served as a G3 Battle CPT coordinating combat and stability operations for 13 brigade-sized elements and as the Assistant G3. COL Soulé was reassigned to James Madison University (JMU) ROTC where he served as the Battalion S3 Training Officer, Battalion Executive Officer, and Assistant Professor of Military Science. While at JMU, COL Soulé earned a Master of Business Administration and placed second in the Army’s Best Ranger Competition with his brother, LTC Jeff Soulé. COL Soulé went into Acquisition and after training was assigned to Program Executive Office (PEO) Intelligence, Electronic Warfare & Sensors (IEW&S) at Fort Belvoir, VA. He served as Assistant Product Manager (APM) and Deputy Product Director (DPD) for Machine Foreign Language Translation Systems. He was then assigned to PEO Soldier as APM Ground Soldier. While at PEOs IEW&S and Soldier, he deployed numerous times to Iraq, Kuwait, and Afghanistan in support of combat operations. COL Soulé was then assigned to the Pentagon as a Department of the Army Systems Coordinator for Aviation & Cyber Special Access Programs (SAPs). He trained with Industry at Cisco Systems in Herndon, VA, and attended Defense Acquisition University’s Program Manager’s Course. He then assumed the charter as Product Manager (PdM) for Power Projection Enablers (P2E) under PEO Enterprise Information Systems (EIS). Prior to joining the RCCTO, COL Soulé was assigned at the Pentagon, Office of the Secretary of Defense, as a Program Manager for SAPs. COL Soulé is a graduate of the Infantry Officer Basic Course, Airborne School, Air Assault School, Ranger School, Bradley Leader’s Course, Pathfinder Course, Jumpmaster School, Infantry Captain’s Career Course, Combined Arms and Services Staff School, Army Acquisition Basic Course, Army Intermediate Contracting Course, ILE, IQC, and PMT 401. He is Level 3 certified in both Program Management and Information Systems Acquisition. COL Soulé’s awards and decorations include the Bronze Star, Meritorious Service Medal with four Oak Leaf Clusters, Army Commendation Medal with four Oak Leaf Clusters, Army Achievement Medal, Combat Infantryman’s Badge, Expert Infantryman’s Badge, Basic Parachutist Badge, Air Assault Badge, Pathfinder Badge, Ranger Tab, and the Army and OSD/Joint Staff Badges. COL Soulé and his wife, Renae, have three daughters.
