Brian L. Keith currently serves as a Special Agent for the Metropolitan Water District (MWD) of Southern California. In this capacity, Brian is responsible for the protection of MWD personnel, property, critical infrastructure, and other MWD assets in the Orange County area. Prior to joining the MWD, Brian served as a Protective Security Advisor (PSA) for the Los Angeles District of the U.S. Cybersecurity and Infrastructure Security Agency (CISA). As a PSA, Mr. Keith coordinated, facilitated, and performed vulnerability assessments for local critical infrastructure owners and operators, and served as a counterterrorism and physical security advisor to federal, state, and local law enforcement agencies.
Prior to serving as a PSA, Mr. Keith was appointed as Deputy Director for Critical Infrastructure Protection (CIP) to Governor Arnold Schwarzenegger's Office of Homeland Security (OHS). As Deputy Director for CIP, Mr. Keith was responsible for the development of California's Critical Infrastructure Protection Program, as well as the implementation of the state's first Regional CIP Assessment Team utilizing the National Guard's Full Spectrum Integrated Vulnerability Assessment (FSIVA) Methodology. In addition to overseeing the state's Regional CIP Assessment Team, Mr. Keith chaired and served on several DHS working groups to include the Chemical Vulnerability Information (CVI) Working Group, the Automated Critical Asset Management (ACAMS) Working Group, and the State Railroad Safety and Security Task Force.
In 2015, Mr. Keith started the Los Angeles Unmanned Aircraft Systems (UAS) Working Group which holds its meetings quarterly to discuss current trends, tactics, and procedures for public safety UAS operations as well as best practices for Counter-Unmanned Aircraft Systems (CUAS) operations to mitigate UAS threats around soft targets, mass gatherings, sports stadiums and arenas. Special Agent Keith currently is an instructor for a four-hour course on Emerging UAS Technology and UAS Threats to Critical Infrastructure through the University of Southern California (USC) Safe Communities Institute (SCI) Public Safety Leadership Program (PSLP).
Mr. Keith earned his Bachelor of Science degree in Criminology from the University of Maryland and is a graduate of The Executive Program in Counterterrorism from the University of Southern California (USC) as well a graduate of the Executive Program in Cyber Security from the University of San Diego (USD).
In January of 2021, Mr. Keith received the "Mission Award" and was recognized for his contributions in homeland Security by Homeland Security Today (HSToday) Magazine. In 2020, 2024, and 2025, Mr. Keith was awarded "DHS Protective Security Advisor of the Year" by the InfraGard National Member Alliance Program.
