Mr. Bhavanjot Singh was appointed to the Acting Executive Director of the Weapons and Software Engineering Center on 6 April 2025. In this capacity, Mr. Singh is responsible for leading a large research, development and engineering center with a competency team located at Picatinny Arsenal, NJ, Watervliet Arsenal, NY and Aberdeen Proving Ground, MD. He provides guidance and direction to an engineering and scientific community engaged in supporting the full life cycle of Armament Systems, developing, directing, and managing investment strategies to ensure state-of-the-art facilities, people and equipment, and overseeing the extensive research, development, and engineering efforts for fielding new weapons, fire control and software systems.

Prior to his current assignment, Mr. Singh was the Deputy Director and Senior Scientific Technical Manager for Technical Planning and Execution of WSEC Portfolio and served as the technical authority and managed, directed and led the technical planning and execution portion of the WSEC mission and programs. Mr. Singh also served as the overall business manager for WSEC, coordinated and evaluated programs of subordinate organizational elements to ensure they are consistent with the Army objectives and directs, defends and monitors long-range plans for WSEC portfolio.

Mr. Singh is also a recognized expert and Technical Authority for Autonomy and Automation, Counter small Unmanned Aerial Systems (CsUAS), and Human Machine Integrated Formations (HMI-F). In his previous role, he provided technical direction for a diverse portfolio of technologies related to Autonomy and Automation, CsUAS, HMI, advanced weapons and Intelligent Fire Control. He was responsible for strategy and long-range technology planning to include technology roadmap, requirements alignment, synchronization of efforts across joint services, new program formulation, Small Business Innovation Research (SBIRs), technology transfer, and special projects. Mr. Singh has broad experience in design automation of Weapon Systems, Integration of Armament systems on Uncrewed Systems, Fire Control, and Autonomous Precision Targeting. He provided technical oversight for the planning, development, and evaluation of new Autonomy and Automation related technologies and specializes in the integration of these technologies for the world class Armament system solutions.

Mr. Singh's career assignments include Senior Associate for S&T and Future concepts for Weapons and Software Engineering Center (WSEC), Armaments Center's technical expert and principal advisor for Project Convergence, AI Based Decision Aids (Line of Effort 3) lead for Next Generation Combat Vehicle Cross Functional Team (CFT), and Chief of Precision Targeting and Integration branch under Networked Lethality Directorate. He also served as Armaments Center Technical Authority and Subject Matter Expert for weaponization of Unmanned Systems, Counter Unmanned Aerial System (CUAS) and Air and Missile Defense CFT.

Mr. Singh is a strong advocate for STEM (Science, Technology, Engineering and Math) outreach programs at Picatinny, NJ. Mr. Singh holds a bachelor's degree in computer engineering from Albert Dorman Honors College at New Jersey Institute of Technology. He is a Program Management Professional (PMP), an Engineering & Technical Management Practitioner and certified at Level III for Systems Planning, Research, Development, and Engineering. Career awards include two Meritorious Civilian Service Awards, Army Superior Civilian Service Award and Army Commander's Award for Civilian Service.
