A member of the Acquisition Corps since 2006, Kimberly S. Bowen currently serves as the Deputy Program Manager for Light Armored Vehicles. In this role, she supports the Program Manager in overseeing the daily operations, cost, schedule, and performance of the Light Armored Vehicle and Advance Reconnaissance Vehicle Programs.
Ms. Bowen served in the following assignments: Division Chief for Engineering Planning and Schedule Integration within the Army Rapid Capabilities Office, Chief Engineer Directorate, Ms. Bowen led the development and implementation of controls to manage internal operations. This included internal Army Middle Tier Acquisition process development, long-range planning, and synchronization of streamlined acquisition processes and timelines across multiple projects.
Division Chief for Integration Planning within the ASA(ALT) System of Systems Engineering and Integration Directorate, Ms. Bowen led efforts to simultaneously develop and execute the Army Agile Process resulting in the successful planning and execution of 12 Network Integration Evaluations (NIE)/Joint Warfighter Assessments (JWA). She co-led the development of Army agile acquisition standard operating procedures, streamlining contracting and procurement of evaluated capabilities that aligned to Army Modernization objectives.
Operations and Integration Division Chief for the Infantry Brigade Combat Team (IBCT) Program Management Office, she led the synchronization of activities across five product management offices supporting an ACAT ID Program. During her tenure, the program successfully completed Increment 1 integration, training, developmental testing, and operational events, while also navigating two Defense Acquisition Board (DAB) reviews.
Executive Officer to the Deputy Program Manager, Platforms, for the Program Manager Future Combat Systems (FCS), she was responsible for the planning and execution of Program System Reviews (PSRs) across a diverse portfolio of programs. She also provided critical support to Defense Acquisition Board (DAB) preparation efforts in support of ACAT ID programs.
Ms. Bowen has honorably served her country as both an Army enlisted Soldier and Commissioned officer, which included the completion of two combat tours, one in Iraq and the other in Afghanistan.
