So says Shawn Henry, the FBI's executive assistant director in charge of cybersecurity, who told the Wall Street Journal that government and industry are failing in attempts to fight cybercrime and that current approaches are "unsustainable."

This whitepaper attempts to bridge the gap between criminology and information security and highlight the deficiencies in the current approach of compelling victims to prevent cybercrime as opposed to deterring the criminals from committing cybercrimes.
