AI and Cyber SME Joint Air Power Competence Center (JAPCC)

Lieutenant-Colonel Nakul Nayyar is a Communications and Electrical Engineering (CELE) Officer in the Canadian Armed Forces and currently serves as the Cyber Subject Matter Expert at the Joint Air Power Competence Centre (JAPCC), a NATO Centre of Excellence in Kalkar, Germany.

His work focuses on the operational implications of emerging technologies—particularly cyber capabilities, artificial intelligence, and autonomy—for NATO air power and multi-domain operations. In this role, he supports NATO exercises by providing cyber domain expertise and analysis on how digital capabilities affect operational planning and execution in contested environments. His work contributes to NATO's understanding of how cyber capabilities and emerging technologies influence operational concepts, experimentation, and capability development across the Alliance.

Prior to his current role, he served in Washington, D.C., as the Canadian Communications and Electronics Defence Attaché to the United States. In that capacity, he worked closely with the U.S. Department of Defense to advance cooperation on Command, Control, Communications, Computers, and Intelligence (C4I) and served as the Permanent Secretary of the Combined Communications Electronics Board (CCEB), supporting interoperability among the Five Eyes partner nations.

LCol Nayyar co-authored the white paper AI Handbok: Practical Considerations for the Warfighter and is currently contributing to a white paper on Military AI Governance, examining policy, accountability, and validation frameworks required for the responsible operational use of AI in defense.
