Anthony Sebasto

Executive Director, Armaments Center’s Munitions Engineering and Technology Cent United States Army

Mr. Sebasto was appointed to the rank of Senior Executive Service (SES) in June 2015 and is currently serving as the Executive Director of the Munitions Engineering and Technology Center (METC) of the U.S. Army Combat Capabilities Development Command Armaments Center (DEVCOM AC) headquartered at Picatinny Arsenal, New Jersey with satellite locations at Indian Head, MD and Redstone Arsenal, AL. In his role, Mr. Sebasto is responsible for leading a large research, development, and engineering center of 1250 personnel, with an annual budget of ~$600M and ~300 facilities (valued at ~$700M) supporting Center programs spanning lethal and non-lethal integrated munitions, munition components, Explosive Ordnance Disposal tools and procedures, demilitarization and environmental restoration for ground/air/soldier platforms, demolitions, and terrain shaping munitions, all in support of the Army and Joint Services. Recently, he served as Acting Director of DEVCOM AC exercising full responsibility and direct line authority for a workforce of over 3,500 predominantly scientist and engineer civilians and a budget of over $1B and over 400 building/facilities valued at over $3B in support of the Center’s life-cycle engineering mission.

Mr. Sebasto has over 40 years of experience in the research, development and production of small, medium, and large caliber armament systems and ammunition for ground/air combat platforms, and for the individual soldier. He has led multiple large complex life-cycle engineering centers with annual budgets exceeding $1B and workforces ranging from 900-3500 civilian and military personnel all in support of life-cycle engineering (research, development, production, demilitarization) for integrated lethal and non-lethal Army and Joint Service armament systems, weapons, ammunition, fire control to include associated software and logistics modernization for the Army and Joint Services. He served as the Chairperson of the Army’s Subterranean and Dense Urban Environment Community of Practice, and SES lead for the DEVCOM enterprise Product Data Management (ePDM) Integrated Product Team. He has held numerous leadership assignments and credited with planning over $1.5B of Science and Technology (S&T) projects in support of Army Modernization and served as Chairman of the Guns Panel in support of the Project Reliance Initiative under the Office of the Under Secretary of Defense for Research and Engineering.
