Rory S. Kinney, a member of the Senior Executive Service, has held a broad range of positions both active duty and civilian. He currently serves as Director of Architecture and Engineering within the Office of the Department of Defense Chief Information Officer. In this capacity, he reports directly to the Deputy Chief Information Officer for Information Enterprise. Mr. Kinney is responsible for enterprise architecture policy and guidance, the development of enterprisewide architectures for the Department’s information technology (IT) infrastructure, and the oversight of initiatives to optimize investments in IT infrastructure.
Mr. Kinney previously served as the Deputy Director, Deputy Chief Information Officer and Distribution Portfolio Manager, Command, Control, Communications and Computer Systems, U.S. Transportation Command, Scott Air Force Base, IL. He was responsible for Department of Defense oversight of joint distribution architecture, proper distribution portfolio system investment, and regulatory and statutory compliance for the command’s IT systems. Mr. Kinney is a retired Air Force colonel. He was commissioned through the Reserve Officer Training Corps program at Angelo State University, TX. Mr. Kinney has held a variety of positions in tactical, strategic and base-level IT operations, maintenance and plans, including Air Staff and joint assignments. He commanded the 1st Combat Camera Squadron, Charleston Air Force Base, SC.
