Former Vice Commander, Air Force Intelligence, Surveillance and Reconnaissance Agency U.S Air Force

Scott Bethel is President and CEO of IntegrityISR and Senior Vice President for International and Intelligence Training Programs at JMark Services. He is a retired Air Force brigadier general with 27 years of senior leadership experience in intelligence, cyber, kinetic targeting, unmanned vehicle operations, and education. His current focus is on Intelligence, Surveillance, and Reconnaissance (ISR) and cyber training, international training programs, education, and strategy. Among the companies he’s worked with are SAP National Security Services, Fairfax National Security Solutions, FEDITC, Johns Hopkins Applied Physics Lab, ITI Solutions, Raytheon, LMI, and Delta Risk. He’s worked with both US and coalition partners including Saudi Arabia, UAE, Thailand, Poland, Pakistan, the Netherlands, Finland, and Mexico. He’s also a Professor at Angelo State University and serves on numerous Academic and Professional Boards. On active duty, he served as vice commander, Air Force ISR Agency (AFISRA), where he oversaw the organization, training and equipping of assigned forces to conduct ISR for the nation. He was the senior Distributed Common Ground Station (DGS) mission operations commander and the Air Force’s senior targeteer. He has also served as the commander of the 17th Training Wing at Goodfellow AFB, Texas, with responsibility for the initial training of all Air Force intelligence personnel. His other assignments include various command and staff positions, including at Air Education and Training Command, as well as multiple deployments to combat areas. He has spoken and published extensively on ISR and cyber strategy and policy, future ISR systems, and modernization of processing, exploitation, and dissemination efforts. Mr. Bethel holds a master’s degree in strategic intelligence from the Defense Intelligence College and a bachelor’s degree in political science and history from Northern Illinois University. He also was a national security fellow at Boston University.
