Deputy Administrator for Resilience FEMA

Bridget Bean serves as the Senior Official Performing the Duties of Deputy Administrator for Resilience. In this role, Ms. Bean leads an organization of more than 1,400 employees across four major and three minor components that include the Federal Insurance & Mitigation Administration, National Preparedness Directorate, Grant Programs Directorate, National Continuity Programs, Office of Counterterrorism and Security Preparedness, Office of Resilience Integration and Coordination, and Resilience Enterprise Operations. Previously, Ms. Bean served as the Assistant Administrator for the Grant Programs Directorate where she oversaw the agency’s multi-billion-dollar preparedness grants portfolio. In this role, she was responsible for agency-wide grants management policy and the implementation of the Grant Management Modernization effort, a $390 million-dollar grants system that seeks to improve the administration and oversight of the billions of grant dollars awarded annually by the Agency. Ms. Bean has also served as Acting Chief Component Human Capital Officer for FEMA. In this capacity, Ms. Bean led an office that was responsible for ensuring successful implementation of strategic human capital initiatives that support FEMA’s mission. Ms. Bean was appointed to the Senior Executive Service in 2004. During her 27-year tenure with the Small Business Administration (SBA), Ms. Bean held several leadership positions including Deputy Associate Administrator for Field Operations, Deputy Associate Administrator for Administration, and Assistant Inspector General for Management and Policy. Prior to joining FEMA in October 2015, Ms. Bean was the Chief Human Capital Officer and Deputy Chief Operating Officer at SBA. In this position, Ms. Bean was responsible for management and oversight of SBA’s Human Resources, Executive Secretariat, Grants Management, Chief Information Officer, and Diversity and Inclusion. At SBA, Ms. Bean developed innovative strategic human capital results and a customer focused solutions-based service model. Ms. Bean was born and raised in Northern Virginia. She holds a B.A. in International Studies from George Mason University in Fairfax, Virginia, and currently lives in Annandale, Virginia, with her husband, Frank.
