Lieutenant Colonel Emery C. Baughan is the Product Manager Next Generation Constructive (PdM NGC) under Project Manager Simulation (PM SIM). Previous acquisition assignments include serving as the as the Military Deputy to the Director of Army Contracting Command (ACC) – Orlando, Executive Officer to the Commanding General of the ACC; Executive Officer, S3, Contracting Detachment Bravo Commander, and Ready Reserve Commander in the 923rd Contracting Battalion; his first acquisition assignment, at Fort Riley, Kansas.
Lieutenant Colonel Baughan commissioned into the United States Army as a Military Intelligence (MI) Officer on May 15th, 2009. His first duty assignment was with the 3rd Brigade, 1st Calvary Division, where he served as Assistant Brigade, S2; Executive Officer of Alpha Company, 3rd Brigade Special Troops Battalion; and Assistant S2 for Headquarters and Headquarters Company (HHC), 1-12 Cavalry. During this assignment he completed Ranger School and deployed to Iraq in 2011 in support of OPERATION NEW DAWN.
After completion of the MI Captain's Career Course, Lieutenant Colonel Baughan served as Battalion S2 of 40th Military Police (MP) Battalion Detention, 15th Military Police Brigade and was selected to serve as Commander of HHC, 705th Military Police Battalion for 24 months. Following command, Lieutenant Colonel Baughan transitioned to the Mission Command Center of Excellence at Fort Leavenworth, where he worked within the Directorate of Training as the lead analyst for System Training Plans for the Command Post Computing Environment (CPCE). Following this assignment he PCS'd to Korea, where he served as officer in charge of the counterintelligence section for the 8th Army G2. During this time, Lieutenant Colonel Baughan received notification that he was selected to attend Command and General Staff College and assessed into the Acquisition Corps.
Lieutenant Colonel Baughan's civilian education includes a Master of Operational Studies from the Command and General Staff College, a Master of Business Administration from Webster's University, and a Bachelor of Science in Computer Science from Pittsburg State University. His military education includes Acquisitions Intermediate Qualifications Course, Army Acquisition Basic Course, Command and General Staff College, Red Team Leader Course, Combat Capabilities Development Course, Department of Defense Strategic Debriefing Course, HUMINT Officer Course, MI Captain's Career Course, The Ranger Course, MI Officer Basic Course, and Airborne School.
Lieutenant Colonel Baughan's awards and decorations include the Bronze Star Medal, Army Meritorious Service Medal (3OLC), Army Commendation Medal (3OLC), Army Achievement Medal (3OLC), National Defense Service Medal, Iraq Campaign Medal, Global War on Terrorism Medal, Korea Defense Service Medal, Humanitarian Service Medal, Military Outstanding Volunteer Service Medal, Army Service Ribbon, Overseas Service Ribbon (2OLC), Ranger Tab, Parachutist Badge, the ACC Contingency Contracting Officer Award and the Military Intelligence Knowlton Award.
