Ryan Landrum

Chief, Border Patrol Academy US Customs and Border Protection

Ryan Landrum is 23-year veteran of the U.S. Border Patrol serving as the Senior Executive Service (SES) Chief Patrol Agent (CPA) of the U.S. Border Patrol Academy. CPA Landrum conceptualized and implemented a ground-breaking physical training (PT) program that includes elongated conditioning and recovery days, lifetime health blocks, law study halls, and a novel general preparation, development, and peak conditioning methodology. Under his command, the BPA has reduced historically high attrition from 34% to 9%. The reduction in attrition equates to an additional 300 Border Patrol Agents per year on the front line and was completed without any additional funding and within the confines of the existing budget. In 2020, Chief Landrum served as the acting Deputy Chief, Law Enforcement Operations Directorate, U.S. Border Patrol Headquarters, where he led law enforcement operations ensuring national security while protecting public health during a global pandemic. Chief Landrum provided executive leadership for a diverse workforce of nearly 19,500 border patrol agents spanning the entire Western Hemisphere, continental United States, and Puerto Rico for nearly two consecutive years. In 2019, Ryan served for fifteen months as the Director for Border Security at the National Security Council (NSC) in the Executive Office of the President at the White House. In this role, he developed and coordinated strategy solutions across the U.S. government to provide the President with viable national security policy options. His accomplishments range from developing policies to enhance the welfare of unaccompanied minors in U.S. government care to enhancing the government’s ability to rapidly negotiate bi-lateral agreements with foreign governments, thereby reducing risk to hemispheric and national security. Prior to his work at the NSC, CPA Landrum served as an Associate Chief in the office of the Commissioner of Customs and Border Protection (CBP) where he worked to unify the different cultures in CBP. He established CBP’s Joint Duty Assignment Program (JDA) that builds trust, common purpose, shared consciousness, and empowered execution to broaden and develop the organization’s next generation of executive leaders. CPA Landrum also served as the GS-15 Patrol Agent in Charge (PAIC) of the Rio Grande City Border Patrol Station, Rio Grande Valley Sector, for more than three years. Originally from Victoria, TX, CPA Landrum holds a bachelor’s degree in organizational management with a minor in Public Administration from Ashford University. He also holds a master’s degree in strategic studies from the U.S. Army War College, in Carlisle, PA, where he graduated with honors as a member of the Advanced Strategic Art Program (ASAP). Ryan is a 2021 graduate of the DHS SES Candidate Development Program. Ryan is the proud father of his son, Lincoln, and daughter, Avery Jane (AJ).
