Lori Sims

Director of Resource Integration, Office For State and Local Law Enforcement Department of Homeland Security

Lori Sims is currently the Director of Resource Integration for the U.S. Department of Homeland Security (DHS), Office for State and Local Law Enforcement. She is charged with ensuring state, local, tribal, territorial, and campus law enforcement (SLTTC LE) have DHS operational and strategic support, and access to requested DHS resources and products. Ms. Sims works cross-functionally within and outside of DHS to provide strategic responses and innovative solutions to current and emerging threats impacting national security. Lori Sims is also a Federal Acquisition Certificate (FAC)– Contracting Officer Representative (COR) II and a FAC – Senior Program Project Manager (PPM). Lori holds a Bachelor’s in Criminology, Law, and Society with a concentration in Conflict Analysis & Resolution, and a Master’s in Public Policy with a concentration in Terrorism, Transnational Crime, and Corruption from George Mason University. In 2015, after graduating with her Masters, Lori was accepted into the prestigious “Presidential Management Fellows (PMF)” program, offered by the United States Federal Government. During this assignment, Ms. Sims provided leadership for the Department of Health and Human Services, Office on Trafficking in Persons (OTIP), where she stood up the National Human Trafficking Training and Technical Assistance Center. She also worked for the Unified U.S. Federal Government’s Human Smuggling and Trafficking Center, where she stood up The Human Trafficking Community of Interest which unified partners against human trafficking through web-based tools, interactive communication, & real-time information sharing. Ms. Sims worked in the DHS Office of the Chief Financial Officer (OCFO) where she managed the development of the DHS budget for the Immigration and Borders portfolio consisting of Immigration Customs Enforcement (ICE), Federal Law Enforcement Training Center (FLETC) and The United States Citizenship and Immigration Services (USCIS). Aside from federal services, Ms. Sims coaches’ youth basketball; advocates for her local community; provides training on Trauma-Informed Care, Victimization, Victim-Centered Approach, and Survivor Outreach and Engagement; serves as a leader at Elevation Church; and is a board member for “AmaraLegal”, a D.C. based nonprofit, a law firm dedicated to helping victims of trafficking obtain record expungement.

  • DHS CUAS legislation and the proposed state and local CUAS authorities pilot program 
  • Support for state and local test and evaluation activities and technical advisory support with a special focus on the assessment of C/UAS technologies
