Christopher Moman serves as the
Assistant Director and Component Acquisition Executive, Office of Investment
and Program Accountability. He joined
ICE in 2011, bringing over 20 years of industry experience in information
technology development, program management, strategy and change management
expertise in both private and public settings.
Prior to his current role, Mr.
Moman served in multiple leadership positions within the Office of the Chief
Information Officer (OCIO), including responsibility for both Enforcement and
Removal Operations (ERO) and Homeland Security Investigations (HSI) information
technology portfolios. Most notably, he served as the acquisition program
manager for ICE’s TECS Modernization Program, the first major overhaul of HSI’s
investigative case management system and one of ICE’s largest and most complex
information technology acquisition programs.
Mr. Moman led the effort to a successful initial operating capability in
June 2016.
In September 2016, Mr. Moman was
selected to serve as ICE’s Component Acquisition Executive. As ICE’s Senior Acquisition Official, Mr.
Moman is responsible for oversight and governance of ICE’s formal acquisition
programs as well as the development and implementation of acquisition policy,
reporting of acquisition data to DHS and certification and oversight of ICE’s
acquisition program management workforce.
Since becoming the CAE, Mr. Moman led the effort to establish the Office
of Investment and Program Accountability to better align the CAE reporting
relationship within ICE to DHS policy guidance.
He also led a major overhaul of ICE’s acquisition and program
affordability policies and established annual acquisition program reviews for
ICE’s acquisition program portfolio. Due
to these and other efforts, OIPA was recognized by DHS as the CAE Office of the
Year for FY17.
Mr. Moman holds a Masters in
Business Administration and a Masters in Information Management from Washington
University in Saint Louis, Missouri and a Bachelor of Science degree in Management
from Wayland Baptist University in Plainview, Texas. Mr. Moman was awarded the ICE Core Value
Award in 2016 and the ICE Protecting the Homeland Award in 2017 by the ICE
Director. He is a member of the Senior Executive Service.
