On November 16, 2025, Justin M. De La Torre was appointed San Diego Sector's Chief Patrol Agent. Prior to his selection to San Diego Sector, Chief De La Torre served as Chief Patrol Agent of Yuma Sector and Deputy Chief Patrol Agent of Tucson Sector. He served in a variety of assignments throughout his career, including the All-Terrain Vehicle Unit, the Alien Smuggler Identification and Deterrence program, the San Diego Sector Air Mobile Unit and the Border Patrol Tactical Unit (BORTAC).
Chief De La Torre entered on duty on January 24, 2000, with the 424th Session of the USBP Academy in Glynco, Georgia. His first assignment was at Imperial Beach Station, San Diego Sector (SDC). In 2007, he was promoted to Supervisory Border Patrol Agent at Boulevard Station, and in 2010 he was appointed as Special Operations Supervisor for the SDC Strategic Communications Branch. In 2012, Chief De La Torre became an Assistant Chief at USBP Headquarters. In 2014, Chief De La Torre returned to SDC at Campo Station to serve as a Watch Commander and later as Deputy Patrol Agent in Charge. In 2018, he became Patrol Agent in Charge at the Imperial Beach Station, where he also temporarily served as Division Chief of SDC's Operations Division, and at USBP Headquarters as the Deputy Chief of the Law Enforcement Operations Directorate. In 2023, Chief De La Torre promoted to Deputy Chief Patrol Agent of Tucson Sector.
Chief De La Torre earned a Bachelor of Science degree in Economic Crime Investigation from Champlain College and is a graduate of the U.S. Customs and Border Protection Leadership Institute.
