As CBP’s first Chief Digital Transformation Officer (CDTO), Mr. McCament builds upon his most recent role as CBP’s Acting Chief Operating Officer, where he cultivated a comprehensive understanding of frontline operations and mission support needs, including the use of advanced technologies, such as edge computing, quantum computing, and artificial intelligence, as a force multiplier for mission outcomes. He oversees the CBP Experience Division and its proactive collaboration with key leaders and stakeholders to infuse leading practices into our processes and operations and improve the quality of the employee and public experience.

Throughout his more than 24 year career, McCament has held numerous senior leadership positions across the Department of Treasury and DHS. A founding member of DHS, his positions include service as the first Deputy Under Secretary of the Department of Homeland Security’s (DHS’s) Office of Strategy, Policy, and Plans, with responsibility for DHS-wide policy development, coordination, implementation, and strategic planning. He also previously served in various senior leadership positions at U.S. Citizenship and Immigration Services, including Deputy Director and Chief Operating Officer, overseeing immigration benefits operations, Deputy Director of USCIS Service Center Operations, and Chief of Legislative Affairs.

Mr. McCament received his Juris Doctor degree from the University of Notre Dame Law School and his Bachelor’s degree from Mount Vernon Nazarene College. He is a Harvard Kennedy School Senior Executive Fellow and Federal Executive Institute graduate.
