Assistant Director, Cyber & Operational Technology Homeland Security Investigations

Eric McLoughlin serves as the Assistant Director for Cyber and Operational Technology (COT) within Homeland Security Investigations (HSI), the principal investigative component of the Department of Homeland Security. HSI investigates, disrupts, and dismantles transnational criminal organizations and terrorist networks that threaten or seek to exploit the customs and immigration laws of the United States.

Mr. McLoughlin manages information technology programs and initiatives that directly support HSI's law enforcement mission, while driving significant advancements in technology to combat crime. In this role, he leads a combined workforce of over 600 employees and manages an annual budget of nearly $275 million. He oversees the DHS Cyber Crimes Center, which leverages specialized technical resources and expertise to conduct transnational investigations into internet-related crimes. He also directs the HSI Innovation Lab, the agency's centralized hub dedicated to developing next-generation case management, analytics, tools, and business processes to enhance HSI operations. Additionally, Mr. McLoughlin oversees the Technical Operations Center, which provides the agency with cutting-edge electronic surveillance technologies, supporting criminal investigations and national security operations. He previously served as the Deputy Assistant Director for COT, leading HSI's efforts to develop solutions to their software and hardware needs.

Mr. McLoughlin served as the Special Agent in Charge in Philadelphia, with responsibility for over 200 law enforcement professionals throughout Pennsylvania and Delaware, where he established a Homeland Security Task Force to target and dismantle the most significant transnational criminal organizations in the region. Mr. McLoughlin previously held roles as the Deputy Special Agent in Charge and Assistant Special Agent in Charge in Phoenix, Arizona, during which he led key efforts to include HSI's operational support of Super Bowl 57 as well as the establishment of a Darknet and Cryptocurrency Task Force. He served as the Regional Attaché at HSI Bangkok, Thailand, overseeing field offices in Thailand, India, Cambodia, and Vietnam and established a Transnational Criminal Investigative Unit with the Royal Thai Police.

He served as the Deputy Attaché at HSI Manila, Philippines and was also assigned at HSI Headquarters, as a Section Chief in the Visa Security Program and as an acting Section Chief in the 287(g) Delegation of Authority Program. Mr. McLoughlin began his federal career as a Special Agent with the U.S. Customs Service in Nogales, Arizona. Mr. McLoughlin is a member of the Senior Executive Service. He graduated with a Bachelor of Arts in Criminal Justice and a Master's in Business Administration from Monmouth University. He is also a graduate of the Key Executive Leadership program from American University and a graduate from the DHS Senior Executive Service Candidate Development Program.
