Dustin Goetz

Dustin Goetz is the Chief Information Officer (CIO) for U.S. Immigration and Customs Enforcement (ICE). In the CIO role, he leads an Information Technology (IT) organization with over 400 federal employees and approximately 1,500 contractors, providing mission critical IT services for a law enforcement organization with over 20,000 employees.

Previously, Mr. Goetz served as the Deputy Executive Director of the Headquarters Operations Division (HOD) within the Department of Homeland Security (DHS) Information Technology Operations Directorate. In that role, he led IT operations supporting DHS Management and Component tenants, delivering services to over 15,000 personnel across more than 30 major sites in the National Capital Region and throughout the U.S. focused on delivering high-availability, secure IT infrastructure to both domestic and international locations.

At DHS, Dustin also served as the Deputy Executive Director of the Solutions Development Directorate (SDD), where he led a team of 400 professionals in managing over 100 enterprise applications. His leadership resulted in streamlined project prioritization, optimized costs, and improved service delivery, achieving significant cost savings for taxpayers while enhancing employee and customer experiences.

Dustin's career is marked by a strong emphasis on cybersecurity and IT operations. As Division Chief of IT Operations and Enterprise Operations at DHS, he spearheaded the consolidation of cybersecurity and network operations, achieving significant efficiency improvements and cost reductions. His strategic leadership during the SolarWinds cyber incident was pivotal, as he coordinated a rapid, effective cross-agency response, establishing DHS as a leader in federal incident response efforts.

In earlier roles, Dustin served as Senior Advisor to the CIO at the Department of State, where he exceeded 80% compliance with cybersecurity mandates ahead of schedule. He also restructured critical contracts, strengthening system compliance and risk management strategies. At U.S. Customs and Border Protection (CBP), he advanced spectrum and Land Mobile Radio operations, enhancing deployment capabilities and project management efficiency.

In the private sector, Dustin held senior leadership positions, including Vice President of Operations at Telesis Corp. and Endeavor Systems Inc., and Chief Operating Officer at Barling Bay LLC. In these roles, he managed contracts worth up to $250 million, delivering secure IT solutions to federal agencies while driving strategic business improvements.

Mr. Goetz is a United States Navy veteran.

Mr. Goetz holds a Bachelor of Science degree in eBusiness Management and is a certified Project Management Professional (PMP). He is also a graduate of the DHS Candidate Development Program (CDP).
