Ms. Cheryl M. Davies currently serves as the Acting Deputy Executive Assistant Commissioner (aDEAC) for Enterprise Services (ES) at U.S. Customs and Border Protection (CBP). In this role, she supports over 4,000 ES personnel at nearly 500 locations across the United States, providing mission-critical support to all CBP employees and operations. The ES portfolio executes $5B annually in procurement for CBP and includes 72 acquisition programs, demos, and investments with a Life Cycle Cost Estimate at $66B, more than 5,700 facilities, over 24,000 vehicles, $8B in property assets, over 3,500 hiring actions per year, 13 Academies and Centers at seven locations nationwide, and an IT infrastructure supporting over 65,000 users and 26 mission-essential systems.
In her permanent capacity, Ms. Davies serves as the Director of Field Operations (DFO), Los Angeles, in the Office of Field Operations (OFO), where she oversees more than 2,000 employees and all CBP operations across greater Los Angeles, California and Las Vegas, Nevada.
Ms. Davies has held numerous leadership positions throughout her career. As Area Port Director (APD) for Los Angeles International Airport (LAX), she managed OFO operations at LAX as well as the Ontario, John Wayne, and Harry Reid international airports, and oversaw 87 warehouses. She led the deployment of Operation Artemis and Operation Artemis 2.0 to address fentanyl threats and spearheaded cargo innovation efforts through pilot programs such as Thru Wave and Safe Package technology.
She also served as the Acting DFO for the Atlanta Field Office, overseeing 13 ports of entry and more than 1,300 employees. At Headquarters, she held the role of Acting Executive Director for OFO’s Planning, Program Analysis, and Evaluation Directorate, where she oversaw key areas including biometrics, strategic transformation, analysis, acquisitions, policy and planning, quality assurance, and innovation. Additional leadership assignments include Acting Director of Field Liaison and Acting Area Port Director in Seattle.
Ms. Davies began her federal service in 1999 as a Customs Inspector with the U.S. Customs Service at the Los Angeles/Long Beach Seaport. She holds a Master of Public Administration from California State University, Long Beach.
