Rachel Goodman

Rachel Goodman is a seasoned project manager for special projects within the Business Development & Management Division at the Maryland Aviation Administration (MAA), where she works closely with the CFO to deliver high-impact technical initiatives.

Previously, she served as Chief of the Division of Airport Innovation & Technology, leading the implementation of advanced IT portfolio management practices and overseeing strategic operations for multiple offices, including Communications Systems, Project Management, Infrastructure Services, Enterprise Services, and Information Security.

With more than 20 years in information technology, Rachel’s expertise spans research, enterprise computing, and telecommunications in both government and corporate sectors. She has also served as Technical Advisor to the CEO of MAA, guiding initiatives in performance management, customer experience, financial operations, and contract management.

Beyond MAA, Rachel founded Sphere International, LLC, managing international market strategies and delivering innovative solutions. Her aviation industry experience includes consulting for Faith Group, LLC, and Inspired Data Solutions, LLC—recognized leaders in engineering and consulting services—and supporting executive operations at Talk With Us, Inc.

A proud Maryland native, Rachel is a Project Management Professional (PMP), Certified ScrumMaster (CSM), and holds a Cornell University certification in Innovation Strategy, with plans for continued study.
