Maceo Franks enlisted in the Marine Corps Reserve in 1986, where he served as a Nuclear Biological Chemical (NBC) Warfare Defense Specialist with HMA-773. In 1988, Maceo Franks was ordered to active duty and served as the NBC Non-commissioned Officer (NCO) and the Primary Marksmanship Instructor for MAG-42, Naval Air Station Atlanta. During his tour at NAS Atlanta, Maceo Franks also served as the NBC Staff Non-commissioned Officer In-charge (SNCOIC), the Training Chief, and the Operations Chief for the unit. Additionally while stationed in Atlanta, Maceo Franks completed the Georgia Public Safety Training Institute where he served from 1990-1993 as a sworn reserve police officer with the Pine Lake Police Department, DeKalb County, GA.
Upon completion of a B.A. degree in Criminal Law from Saint Leo University, Maceo Franks was selected for the Officer Candidate Course Program and attended the United States Marine Corps’ Officer Candidate School in the fall of 1993. Upon completion of Marine Corps’ The Basic School in the summer of 1994, Maceo Franks reported to Fort McClellan, Alabama where he attended the Military Police Officer Basic Course. After completion of the course, Maceo Franks was assigned to the Provost Marshal’s Office (PMO), Military Police Company, Headquarters and Support Battalion, Marine Corps Base (MCB) Camp Lejeune, North Carolina. Maceo Franks served as a Platoon Commander, Assistant Operations Officer, Executive Officer and as the Commanding Officer of the Military Police Company during his tour at MCB Camp Lejeune.
In May 1997, Maceo Franks reported to Marine Corps’ The Basic School for duty. While serving at The Basic School, Maceo Franks served as a Tactics Instructor for the Instructor Group and was a Staff Platoon Commander for Fox Company 1997, Echo Company 1998, and Charlie Company 1999.
In June of 2000, Maceo Franks was transferred to 1st Marine Division, where he assumed Command of Military Police Company, Headquarters Battalion. In this capacity, Maceo Franks also served as the Director of the 1st Marine Expeditionary Force’s (MEF) Non-lethal Weapons Program, Special Operations Training Group (SOTG), where he managed all Non-lethal Weapons training and implementation for I MEF.
In November of 2002, Maceo Franks was assigned to a joint assignment with USMEPCOM, where he assumed the responsibility as the Deputy Commander, Los Angeles Military Entrance Processing Station.
In August 2005, Maceo Franks reported to MCB Camp Lejeune, North Carolina where he served as the Anti-terrorism Division Head for the 4th Marine Expeditionary Brigade (Anti-terrorism). In this capacity, he coordinated and supported all anti-terrorism efforts for the Marine Security Guard Battalion, the Foreign Military Training Unit Battalion, the Marine Security Force Battalion, the Anti-terrorism Battalion, and the Chemical Biological Incident Response Force. Additionally in this capacity, Maceo Franks served as the II Marine Expeditionary Force’s liaison and lead action officer for several missions in support of USSOUTHCOM.
In June 2006, Maceo Franks was ordered to Marine Corps Bases East, where he assumed the role and responsibilities as the Director for the Security and Emergency Services Directorate/ Provost Marshal, PMO Marine Corps Air Station, Cherry Point, North Carolina.
In June 2008, Maceo Franks reported to Marine Helicopter Squadron One (HMX-1), where he served his final tour of duty as the Marine One Security Officer in charge of the Presidential Squadron’s Security Department. Maceo Franks retired in September 2010 at the rank of Major with over 24 years of service.
In July 2010, Maceo Franks accepted a position as the Executive Director of the Marine Corp Police Academy East and the East Coast Regional Law Enforcement Coordinator for Law Enforcement and Corrections Branch (PSL), Security Division (PS).
In June 2015, Maceo Franks assumed the position as the Head of Training for Supporting Establishment Law Enforcement (SELE). In May 2016, Maceo Franks accepted the position as the Program Manager for the Marine Corps Law Enforcement Program (MCLEP)/ Head, Marine Corps Law Enforcement.
In Oct 2022, Maceo Franks accepted the position as the Program Manager, Army Law Enforcement Support and Resources Program/ Senior Law Enforcement Policy Analyst, Law Enforcement Division, Office of Provost Marshal General (OPMG), Headquarters Department of the Army (HQDA). In Oct 2023, Maceo Franks was Assigned as the Acting Chief, Law Enforcement Division, OPMG HQDA.
In Feb 2024, Maceo Franks accepted the position as the Chief, Police Policy Division, Law Enforcement Directorate, Counterintelligence, Law Enforcement and Security, Office of the Under Secretary of Defense, Intelligence & Security. Maceo Franks is the Director and Commissioner of the Defense Chiefs of Police Council and the DoD Peace Officer Standards and Training Commission.
Maceo Franks is a member of the International Association of Chiefs of Police, the Federal Bureau of Investigation National Academy (FBINA) Association and the FBI Law Enforcement Executive Development Association (FBI LEEDA).
Maceo Franks is a graduate of the FBI Law Enforcement Executive Development Seminar (71st Session), the FBI National Academy (231st Session), and numerous law enforcement courses with the Department of Defense, the Federal Law Enforcement Training Center and the Georgia Public Safety Training Center.
Maceo Franks’ personal decorations include the Army Meritorious Civilian Service Award, the Navy Marine Corps Meritorious Civilian Service Award, 2 Meritorious Service Medals, the Joint Service Commendation Medal, 4 Navy Marine Corps Commendation Medals, and the Navy Marine Corps Achievement Medal.
