Deputy Chief, Cyber & Forensics (ret.) Fairfax County Police Department (VA)

Christian Quinn retired as a Deputy Chief for the Fairfax County Virginia Police Department in 2021. As a capstone to his 24-year career, Christian led the establishment of FCPD’s Cyber & Forensics Bureau. Among other duties, he was accountable for the work of the Northern Virginia Regional Identification System and for the National Capital Region’s Facial Recognition Identification Lead System.

Christian was assigned to the Organized Crime & Intelligence Bureau for much of his early career, where he had the opportunity to collaborate with state, local, and federal partners to ensure the safety of the Washington National Capital Region. Christian holds a Master of Forensic Sciences Degree from The George Washington University. He has completed several executive development programs and is a graduate of the FBI National Academy. Christian recently completed an advanced Professional Certification in Machine Learning and Artificial Intelligence at the Massachusetts Institute of Technology.

Christian now serves as the Managing Principal of Fulcrum Innovation, a consulting practice focused on public sector technology. Christian’s government affairs work has been instrumental in preserving public safety’s access to technology solutions that are critically needed to keep communities safe and provide justice for victims of crime. He remains passionate about the ethical adoption of technology for the betterment of all people.
