William (Bill) "Roach" Roach

Manager, E-7 AEW&C International Business Development Lead Mobility, Surveillance and Bombers Defense, Space & Security Boeing

William “Bill” Roach is a Manager, Mobility, Surveillance and Bombers. In this role, he serves as the Pacific Region E-7 AEW&C Business Development Lead. Bill is responsible for the Republic of Korea and Japan capture campaigns, including budgetary and compliance responsibilities, customer and market engagements, air shows, and exhibits. He also supports the Pacific Region E-7 AEW&C Modifications and Upgrades efforts and United States E-7 AEW&C Program.

Bill assumed his current duties after serving more than three years as a Manager, Air Dominance serving as the United States (US) and United Kingdom MQ-28 Ghost Bat [Airpower Teaming System] Business Development Lead for all military services and supporting Australian, Japan and Finland Air Force Business Development. In his role for the US, Bill helped the Department of Defense (DoD) secure the first Sole-Source sale of a foreign-manufactured Collaborative Combat Aircraft in US history.

Preceding his role in Air Dominance, Bill served for three years in Newport News, Virginia as a Boeing Field Office Representative, supporting Headquarters, Air Combat Command in the pursuit of Capability Development for new weapon systems including E-7A AEW&C. Bill managed a portfolio which included Department of Defense Space, Cyber, Battle Management Command and Control, Autonomy and Data Link systems and technologies.

Prior to joining The Boeing Company, Bill served over 29 years in the United States Air Force supporting Weapons and Flight Test activities on A-10, B-2, B-52, F-16, F-22, U-2, SR-71 and YAL-1A. Transitioning to the USAF Air Battle Manager career-field in 1997, he flew more than 2,300 hours in E-8C JSTARS and E-3B/C AWACS aircraft, including 960 combat hours. Bill served in multiple staff assignments including the Pentagon staff in Air Force Requirements (AF/A5R), Legislative Affairs (SAF/LL), a SECDEF-directed Homeland Defense assignment with OSD/CAPE, and USCENTCOM Joint Staff, leading the Integrated Air and Missile Defense Division (CCJ3/IAMD). Bill transitioned from the United States Air Force in September 2016 as a Lieutenant Colonel after three years at Air Combat Command Headquarters.

Bill holds a Master of Science degree in Aerospace Operations and Safety from Embry-Riddle, a Master of Science Degree in Military Operations from Air University, and is a graduate of the United States Marine Corps Weapons and Tactics Instructor Course.
