Colonel Paul Tomcik

Military Deputy of Contracting Operations US Army

Colonel Paul A. Tomcik is the Military Deputy for the Contracting Operations Directorate for the U.S. Army Contracting Command at Redstone Arsenal, AL.

A native of Chicago, COL Tomcik enlisted into the Army Reserve in July 1995 as an NBC Specialist and transferred to the Illinois Army National Guard in 1997 to serve in the Simultaneous Membership Program in conjunction with the Reserve Officer Training Corps. COL Tomcik was commissioned as a Second Lieutenant Engineer Officer through the Army ROTC program after graduating from the University of Illinois - Champaign in December 1999.

His previous assignments include Combat Engineer Platoon Leader and Assault & Obstacle Engineer Platoon Leader, 54th Engineer Battalion, Bamberg, Germany; Company Executive Officer and Battalion Plans Officer, 54th Engineer Battalion deployed to Iraq in support of OPERATION IRAQI FREEDOM I; Operations Officer, Division Engineer Section, 3rd Infantry Division and Task Force Engineer, 3rd Battalion 15th Infantry Regiment, deployed to Iraq in support of OIF III; Battalion Logistics Officer, 1st Battalion 30th Infantry Regiment, Ft Stewart, GA; Engineer Company Commander, 1st Battalion 30th Infantry Regiment, deployed to Iraq in support of OIF V.

COL Tomcik transitioned to the Acquisition Corps in 2009 and served as the Contract Management Officer and Team Leader, 606th Senior Contingency Contracting Team, Kaiserslautern, Germany and deployed as a warranted contracting officer in support of CJTF-Horn of Africa; Contracting Support Operations Officer and Brigade Executive Officer, 411th Contracting Support Brigade, Seoul, Korea; Lead Program Integrator and BAE (York) Site Lead, Defense Contract Management Agency (DCMA) – New Cumberland, York, PA; Commander and Director of Contracts, Regional Contracting Center – Kuwait, Camp Arifjan, Kuwait; G-2/3/5/7 for the Mission and Installation Contracting Command at Joint Base San Antonio-Fort Sam Houston, TX; G-3/5/7 and acting Chief of Staff for the U.S. Army Contracting Command at Redstone Arsenal, AL.

COL Tomcik has a Master’s degree in Strategic Studies from the U.S. Army War College, Master of Business Administration in Supply Chain Management from the University of Tennessee – Knoxville, Master’s degree in Procurement and Acquisition Management from Webster University, and a Bachelor’s degree in Agricultural Engineering from the University of Illinois - Champaign. COL Tomcik is Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in Contracting, Level II certified in Program Management, and a certified member of the Army Acquisition Corps. He is a graduate of the U.S. Army Engineer Officer Basic Course, Armor Captains’ Career Course, Army Acquisition Basic and Intermediate Contracting Courses, Command and General Staff Officers’ Course, and the Senior Service College.

COL Tomcik’s military decorations and awards include the Bronze Star (2 OLC), Purple Heart, Meritorious Service Medal (3 OLC), Joint Service Commendation Medal (1 OLC), Army Commendation Medal (3 OLC), Army Achievement Medal (5 OLC), Army Reserve Component Achievement Medal, Presidential Unit Citation, Joint Meritorious Unit Award, Valorous Unit Award, Meritorious Unit Citation, Superior Unit Award, Combat Action Badge, Parachutist Badge, German Armed Forces Badge for Military Proficiency (Gold, 2nd Award), U.S. Army Engineer Regiment’s Order of the de Fleury Medal (Bronze) and the U.S. Army Expeditionary Contracting Command Contingency Contracting Officer Award.

COL Tomcik is married to the former CPT Michelle Peters of Springfield, MO and they have two sons.
