Charles "Bud" Darr
Mr. Darr is formally trained as a submarine nuclear engineer, merchant marine deck officer, marine inspector/casualty investigator, and attorney. He is a civilian in the Coast Guard Office of Maritime and International Law, where he has served since 2003. His current practice area includes international law development and implementation, vessel inspections, environmental crimes, environmental response, casualty investigations, mariner welfare, and port/vessel security matters. He serves on numerous US delegations to IMO at the Assembly, Committee, Sub-Committee, and Working Group levels, where he has been delegation head and chairman of numerous working, drafting, and consultative groups. Most recently, he has worked extensively in the subject area of counter piracy, leading and serving on delegations in a wide range of international forums and playing a key role in policy and operational decision-making.
