Captain Joe Ahlstrom, a Professor of Marine Transportation at SUNY Maritime College, discusses vessel security at IDGA's Maritime Homeland Security Summit in Miami, FL. He discusses that there is a growing fleet in inland waters that is largely comprised of tug and barges. He notes and details the security issues with the growth of this type of maritime activity. One of the key vulnerabilities is that tug and barges usually have a very small manning component. Also, that these vessels can carry volitile materials or fuels that far surpasses anything in an aircraft. Captain Ahlstrom strongly supports security training and education to ensure that tug and barge crews are ready to assess and deal with any possible threats. In some cases barge and tugs are transiting in areas near metropolitan areas or in choke points and can carry up to 30,000 tons of fuel which necessitates strong and effective protection measures.
