TQM:
Total Quality Management (TQM) is defined as the management tool doing the right thing right the first time, on time, all the time; always striving for improvement and always satisfying the customer. TQM will not only curb defense spending, but at the same time, expand technology, control costs and keep the nation competitive in the world marketplace. TQM is not only to be used for the department of defense (DOD) itself, but for defense contractors, their suppliers and vendors.
