If a laser sensor is used to detect IEDs can the sensor be fooled to give an erroneous signal? For example if the IED were painted with a reflective paint?

Not really. Laser IED detection is not about illuminating the IED itself; the method used is actually about passing the laser through the air nearby, which enables the system to detect nitrate vapors that come from the IED's explosive content. And any kind of reflective coating over the IED or whatever is hiding it would also tend to make it stand out.
